Voldemort is clearly a wallower and enjoys torturing his victim. Voldemort definitely fits the ultimate of power wasted. His few minutes to savor a wallow has cost him as any reader of the Harry Potter series would know. Voldemort either exposes himself too soon due to this weakness of his or given Harry Potter time to think of an escape. Voldemort's followers are also allowed to wallow.

Palpatine, on the other hand, is the model of efficiency. Palpatine does not wallow, and therefore there is no power wasted. Like the efficiency of the C.I.A., Palpatine plans each move carefully and with detachment. Palpatine does not train or allow the Sith apprentice to wallow.

Voldemort is evil at its worst. Anyone who gets pleasure off of another person's suffering is clearly what being evil is all about. On the other hand, Palpatine is the judgment of the Force (God). When Palpatine kills or orders a killing, it is done with efficiency, swift and hard. There is no torture because when the Force calls judgment, it is done quickly. The Force is detached, therefore does not enjoy torture. The same is true of Darth Vader who executes Palpatine's orders. All the beings that died under Vader's hand died quickly. Even the Vader choke in Episode V is fast compared to Voldemort. The slowest Vader took to kill someone was when he choked Padme; but it was his first choke, so Vader did not have his choking skills perfected yet.

One time Vader tortured someone; and that person was Han Solo, and that was to lure Luke, not for pleasure. The other time was to get information on the hidden rebel base from Princess Leia, much like our C.I.A. does with Al Queida.
